People call me when my phones off but it does not goto VM?

A couple of my friends thought I was lying to them because after I said I'm going to bed and turning off my phone they have said they called it and it rings... When a phone is off is it not supposed to go straight to VM? I've tested it out and it has rang from my friends phone when my phone is turned off... Any help of why this is happening ?? Thanks :)
